STRUCTURE OF CIVIL SERVANTS' TRADE UNIONS

The provisions of articles 1 (3) and 30 (3) of Law 1264/82 (on the application of democracy in the trade union movement and the safeguarding of trade union freedoms) determine the three instances of the structure of civil servants’ trade unions and specify each organizational instance by setting up objective criteria, on the basis of which the following instances are established:

a. ASSOCIATIONS (Primary Trade Unions)
b. FEDERATIONS (Secondary Trade Unions)
c. CONFEDERATION (Tertiary Trade Unions)

For the statutory protection of trade unions and trade unionists, the Primary Trade Unions must belong to a Secondary Trade Union and, through the latter, to a Tertiary Trade Union. Further, the provisions of Law 1264/82 and the interpreting circular F9/89/A2916/22 Feb 1983 of the Ministry of the Government Presidency set up measures relating to the terms and conditions of the exercise of trade union rights in the workplace.

EYP TRADE UNION MOVEMENT

Pursuant to Law 1264/82, as amended by article 27 of Law 2738/99, two Associations operate within the EYP: the SYKEYP (Association of Central Intelligence Service Personnel) and SYRTGEYP (Association of EYP Radiotelegraphers-Teletypists-Linguists), which are members of the POSEYP (Greek Federation of EYP Associations)  which, in its turn, is a member of the Confederation (Supreme Administration of Greek Civil Servants Trade Unions-ADEDY).
The trade union movement emerged within EYP in 1964, but the first trade union was established in 1974. The POSEYP was established in 1988. Since its establishment, it has been holding an annual Regular Conference and has participated in 7 Conferences of the ADEDY (which holds its conferences every three years).
The trade union movement within EYP is one of the most numerous civil servants movements, with almost the entire personnel participating therein (99.48%).

EYP TRADE UNION BODIES

Association Bodies

a. General Meeting:It convenes regularly once a year and, extraordinarily, when so decided by the Board of Directors or so requested by SYKEYP (1/10 of its members) or the SYRTGEYP (1/3 of its members).
b. Auditing Committee:It consists of three members, elected every other year.
c. Board of Directors: It consists of nine members, elected every other year.

Federation Bodies

a. Conference:The Conference delegates are elected by the Associations every three years, the proportion being one delegate per fifteen voters. Regular Conferences are held once a year.
b. Auditing Committee: It consists of three members, elected every three years by the Conference of the Federation.
c. Board of Directors:It consists of eleven members, elected every three years by the Conference of the Federation.

All elections are held pursuant to Laws 1264/82 and 2738/99 and are attended by judicial delegates appointed by the relevant First Instance Courts.

EYP trade unions’ offices are located within the central facilities of the Service.

PURPOSES OF THE POSEYP

Pursuant to article 3 of its statutes, the purposes of the Greek Federation of EYP Associations are:
 a. To unite the associations of the National Intelligence Service personnel under a single guidance as a Secondary Trade Union.
 b. To develop, protect and promote the professional, economic, moral and cultural interests of its members and solidarity among them and, more generally, to promote the employees’ sectoral issues.
 c. To be vigilant about employees’ and sectoral issues and to formulate, promote and fight for financial and other claims of the social sector, under a single strategy and planning.
 d. To recommend appropriate measures to the competent state and public services, the leadership of the National Intelligence Service or the economic policy agents concerning the improvement of the terms of employment, remuneration, organization and benefits of the personnel belonging thereto.
 e. To monitor the civil servants legislation and make efforts for the enactment of rules of law, that are intended for the progress and social development of its members.
 f. To cooperate with the secondary and tertiary trade unions of the country, as well as with European and international associations of the global trade union movement in order to achieve higher living and social standards for its members and cooperation on a global level.
 g. To conduct research and studies on professional, economic and social issues and monitor all legislation, court judgments and case laws of the Administrative and Civil Courts on matters relating to the professional rights of its members.

ACTIVITIES OF EYP TRADE UNION BODIES

 a. The POSEYP, in association with the Service’s Administration, presents junior high school, high school and university students, whose parent serves with the EYP, with annual awards.
 b. The POSEYP, in association with primary trade unions and the Service’s Administration, organizes social events for the personnel, including theatre for children, exhibitions of employees’ paintings etc.
 c. The POSEYP, in association with the National Public Administration Centre and the Service’s Administration, has organized training seminars for members of the Federation.
 d. EYP primary trade unions (SYKEYP and SYRTGEYP) have set up a blood bank at a central hospital in Athens, to serve the needs of the Federation’s members.
